Minutes of the meeting of the State Council, KVS State,
Bharat Scouts and Guides
  1. Confirmation of the minutes of the last meeting held on 24.06.2014- Since, no comments were received from the members, the minutes of the last meeting of the State Council of KVS BS&G held on 24.06.2014 at India Habitat Centre, New Delhi were confirmed.


  1. Annual Report for the year 2014 – 15– The Annual report was presented before the State Council. The Council expressed satisfaction at the progress of the movement in KVS State. The following activities were especially appreciated.
( I ) International Events :-
  1. Dr (Mrs) V.Vijayalakshmi, State Commissioner (Guides),KVS State BS&G & National Commissioner (Guides),BS&G, New Delhi attend the 35th World Conference at Hong Kong from 5th to 9th July,2014.
  2. Ms M V N K Jyoti,LT(G),Mrs Neelam Awasthi LT(G) & Mrs Sandhya Singh, ALT(G) of KVS State BS&G attended “Training of Trainers “ programme at Sangam, World Centre of WAGGGS ,Pune from 07.09.2014 to 11.09.2014.
  3. Mr Bhuvan Babu, LT(S) of KVS State BS&G Conducted the Basic Course for Adult Leaders for Indian Schools at Muscut, Oman from 05.12.2014 to 11.12.2014.
  4. SOC(S) and STC(G) attended the 50th Asia-Pacific Regional Basic Management Course for Scout/Guide Executives held at State Training Centre, Ganga Nagar, Kolkata (W.B) from 04.02.1015 to 14.02.15.

(II Special Achievement:-
Scouts/Guides/Cubs/Bubuls and Adult Leaders of KVS State BS&G have raised Rs.59,53,623.00 ( Rs Fifty Nine Lakh, Fifty Three Thousand, ,Six Hundred, Twenty Three Only ) for helping victims of Flood affected people in Jammu & Kashmir and have sent it to the Prime Minister’s National Relief Fund.

  1. Election of State Chief Commissioner, KVS State BS&G-
The election of State Chief Commissioner, KVS state was due. Sh. Y. Arun Kumar, State Secretary, KVS State BS&G is the Returning Officer. The name of Sh Santosh Kumar Mall, Commissioner, KVS was proposed by Sh U N Khaware, Stae Commissioner (S) and was seconded by Dr V.Vijayalakshmi, State Commissioner (G).


Sh Santosh Kumar Mall, Commissioner, KVS was unanimoously elected to the post of State Chief Commissioner.


  1. Books on Scouting may be given to all participants of Basic Training Courses-
Scoutings revolves around two poles – first the youth (boys & girls) and second the Unit Leaders. It is necessary for a person to undergo Basic Training Course to become a Unit Leader. The literature in connection with Unit Leaders is not available in the open market. It is to be procured from the Bharat Scouts and Guides, National Head Quarters, New Delhi. For an individual, it is not easy to get this literature from BS&G, NHQ. Therefore, it was proposed to give a set of three books APRO I, APRO II/III, Aids to Scout Master/A Hand book of Cub Master/Flock Leaders to all participants of Basic Course from the Divisional Association Fund of the host region.


This proposal was accepted by the Council.




  1. Zonal Level Advanced Course for Cub Masters and Flock Leaders-
Cub-Bulbul activities need a lot of makeover and greater attention. Like previous years, this year too it was proposed to conduct Zonal Level Advanced Courses for Cub Masters and Flock Leaders. Applications to attend these courses would be invited in advance and accordingly number of courses would be organised. Proposed venues are as follows:-

  1. HWB Course for Cub Master and Flock Leaders-
The numbers of Himalaya Wood badge holders are very few in Cub and Bulbul sections. It was proposed to conduct State level HWB Courses for Cub Master, and Flock Leaders. The course was proposed to be conducted by Mumbai Region in Dec 2015. Officials may be requested from other states / retired & eligible KVS officials may also be considered.


The proposal was accepted by the Council.


  1. Basic Course for Commissioners’ for all the Deputy Commissioners & KVS State BS&G Hqs Officers–
In the last State Council Meeting it was decided to conduct a two day visit, BS&G, NTC Pachmarhi for all the Deputy Commissioners of KVS State BS&G. The duration of Basic Course for Commissioners has been reduced from 05 days to 03 days w.e.f 1st December 2014. The BS&G, has suggested that instead of the two day visit, the ‘Basic Course for Commissioners’ for all the Deputy Commissioners may be conducted. Therefore, it was proposed to conduct a ‘Basic Course for Commissioners’ for all the Deputy Commissioners and KVS Hqrs BS&G Officers. Tentatively, it is planned from 1st to 3rd Oct 2015 at BS&G, NTC, Pachmarhi or dates allotted by BS&G, NTC Pachmarhi.


The proposal was accepted by the Council. The State Chief Commissioner further desired that the programme may be customized by involving adventure activities.








  1. Rajya Puraskar at Zonal Level with same standard as in Rashtrapati Award-
As an experimental basis, in the year (2015-16) the Rajya Puraskar Testing Camps were organised at the Divisional (Regional) levels. Now, it was proposed to revert to the old system, (2016-2017)i.e., Zonal level. The detailed circulars regarding Dates, LOCs and examiners will be circulated in due course. The Standard of Rajya Puraskar Test will be at par with the Rastrapati Award Test i.e. 80% marks in Pravesh and 60% marks in remaining subjects.

  1. Subscription to BS&G Magazine & Scouting Books in Vidyalaya Library-


  1. The Bharat Scouts & Guides, National Headquarters, New Delhi publishes its monthly magazine. It is proposed that every Vidyalaya library should subscribe to it for latest update of scouting movement.


  1. There has been a lot of change in the Scouting Books. It is, therefore, proposed to purchase two copies of the following Scouting books for the Vidyalaya library. It can be procured directly from the BS&G, NHQ, New Delhi by every Region from Divisional Fund of Scouts & Guides. If any Region lacks sufficient amount in Divisional Fund of Scout & Guide, then they may purchase the books from VVN of Concerned Vidyalayas.

  1. Time slots to be earmarked for Scouts & Guides activities.
Scouting & Guiding is one of the important co-curricular activities in our system. It needs a lot of time and devotion to complete various activities of scouting & guiding.


It was decided that at least one period in a week should be allocated to Scout Guide activities.


11.“Khari Kamai” for paying Individual Registration Fee (IRF) –
It has been observed that Scouts, Guides, Cubs and Bulbuls pay IRF from their pocket money or it is paid by their parents or in some Vidyalayas from V.V.N . The IRF (Individual Registration Fee) is payable by the students out of their “Khari-Kamai”. The Khari Kamai helps youth to learn the honour of labour / service and value for money. Therefore, it was proposed that every unit should undertake “Khari-Kamai” campaign in Vidyalaya premises (such as fairs of handicraft items made by Scouts and Guides , food fest etc.) and earn money to pay IRF.


The proposal was accepted by the Council.


  1. Service by trained Unit leaders and Scouts & Guides-
The motto of Scouting and Guiding is ‘Be Prepared’ i.e always be ready to render service. Of late it has been observed that Scouts and Guides are miles away from rendering service to the society. Thus, it was proposed that the services of Scouts, Guides and Unit leaders may be utilised in rendering / supervising various services during KVS Cluster, Regional and National level Programmes of Games & Sports, Science & Social Science exhibitions, Training and testing camps of Scouts & Guides and Youth Parliament etc. Wherever NCC units are functional, the services may be rendered in collaboration with NCC cadets. These activities will developing, among our youth, a habit of serving the society at large.

  1. No participation in NHQ/NTC programmes without confirmation from KVS Hqs -
It has been observed that few applicants who are attending various Training programmes, conducted/organised by BS&G NHQ/NTC/NR, are proceeding without taking permission from KVS Hq to attend the programme. This leads to an embarrassing situation. Therefore, it was proposed that no applicant should be relieved to attend/assist/conduct a Course / Camp organised/ conducted at NHQ/NTC/NR unless and until confirmation of his / her deputation for the said programme is received from KVS Hqs.

  1. Increase in Census & More Registration of Golden Arrow-
There should be a concerted effort to increase the census of S/G/C/B during the year 2015-16. Each region should have a target to increase the census. It is proposed that every trained teacher should run his/her unit. It may be ensured by the Divisional Committee.
To strengthen the Cub / Bulbul section it was proposed to encourage more and more Golden Arrow Award registration from the regions.

  1. All Regional Course should be conducted at same time-
It has been noticed that a few regions conduct Teacher’s training Courses several times in a year. This affects the academic and administrative work in the Vidyalaya. Therefore, it was proposed to conduct Divisional level courses only once a year.

  1. Constitution of New Office bearers of KVS State Association of BS&G
The following name was proposed for Headquarter Commissioner (S) of KVS State Association of BS&G, for the term 2014-17 in place of Sh. B.P.Singh who is going to retire in August 2015.
